WIC helps your family eat well, be active, and stay healthy. WIC provides benefits to access healthy foods, nutrition education and tips, breastfeeding support, health care referrals and community information.

Lost Sierra Food Project

Supports the local food system and community through food access, regenerative farm education, and job training. Provides education, outreach, workshops, and volunteer opportunities to families and local students. Holds the Rugged Roots summer camp for school age children.

Lost Sierra Food Project

The Lost Sierra Food Project supports the local food system and community access to fresh foods, farm practices education, and job training. The farm hosts seasonal community events, a produce stand, and has volunteer opportunities. Students from local schools and from the FRC Ecological Farming Program participate as part of their coursework.

Employment Services - California Work Opportunities and Responsibilities to Kids (CalWORKS)

Provides temporary financial assistance to family's who are seeking work and self sufficiency. Provides assistance to parents who are returning to school through Feather River College. See also, PCIRC CalWORKS Housing Support Program for housing assistance.

Social Services: California Work Opportunities and Responsibilities to Kids (CalWORKs) provides temporary financial assistance to needy families while they seek employment and self-sufficiency. Feather River College: CalWORKs also provides support services to people who are receiving TANF (Temporary Assistance to Needy Families) and want to attend Feather River College. Students may be referred by the Department of Social Services or may be self referred.

Other benefits programs at Social Services:

Cash Assistance Program for Immigrants (CAPI) is a 100 percent state-funded program that provides monthly cash benefits to aged, blind, and disabled non-citizens (immigrants) who are not eligible for Supplemental Security Income/State Supplementary Payment (SSI/SSP) solely due to their immigration status. The amount of CAPI benefits is equivalent to the amount of SSI/SSP benefits. 

An individual who is eligible for CAPI may also be eligible for Medi-Cal, CalFresh, and In-Home Support Services (IHSS), but they must apply for each benefit separately. There is no automatic eligibility link between CAPI and these other programs. 

Refugee Cash Assistance:

RCA is a cash assistance program for refugees who are not otherwise eligible for any other cash aid. RCA also includes employment and other social services to assist a refugee in becoming self-sufficient.

Populations that could be eligible for the RCA include:

  • Refugees

  • Asylees

  • Cuban/Haitian entrants

  • Special Immigrant Visa (SIV) holders

  • Afghan and Ukranian Parolees

  • Amerasians;AND

  • Certified Victims of Human Trafficking

RCA is available for up to 12 months from the date of admission to the U.S. in qualifying status, data of final grant of asylum, or date of certification by the Office of Refugee Resettlement (ORR) as a Victim of Trafficking.

Trafficking and Crime Victims' Assistance Program:

TCVAP is a cash assistance program for non-citizens of crime who need immediate services, and who are obtaining legal humanitarian status or assisting in the prosecution of a crime. This program supports victims of human trafficking who have not yet been certified by the Office of Refugee Resettlement (ORR), victims of domestic violence, and other serious crimes.

This program groups together state and local eligibility benefits based on income limits and need. These programs include County Medical Services (Medi-Cal), Cash Aid (General Assistance), CalWORKS, IHSS, and GAIN job readiness program.

Housing Services and Supports

Provides many housing support programs to assist families at risk of losing their housing or for those who are currently unhoused and seeking permanent housing. They are the point of coordinated entry homeless services provider offering multiple supports and intensive case management.

PCIRC has multiple, comprehensive housing assistance programs to meet the needs of diverse residents. These include: HDAP Housing and Disability Advocacy Program. Assists homeless and disabled individuals apply for disability benefit programs while also providing housing supports. CalWORKS Housing Support Program Provides housing stability for families experiencing or at-risk of homelessness in the CalWORKS Program for whom housing instability would be a barrier to self-sufficiency or child well-being. Bringing Families Home To reduce the number of families in the child welfare system experiencing, or at-risk of homelessness, to increase family reunification and to prevent foster care placement. Home SAFE To prevent or address homelessness to support the safety and housing stability of individuals involved in Adult Protective Services. MAC Homeless Prevention Program To assist with small interventions with rent & utilities to help reduce homelessness.

America's Job Centers of California

Provides comprehensive training and services to job seekers, including a resource center with computers and supplies, networking events, workshops, interviewing with employers, and community referrals.

Provide comprehensive employment and training services to job seekers at no cost. Services include a Resource Center with access to computers, fax machines, copiers, and telephones. Feather River College Student Services

Provides for all things health, wellness, and basic student needs. Supports students to find resources to be able to focus on their education. Includes mental health services, healthcare, housing assistance, food services, childcare and transportation.

In addition to the Basic Needs program, staff can assist CalWORKS participants in obtaining assistance for school.

Feather River Adult School

Provides in-person and online instruction toward completing a high school diploma, GED test preparation, construction and career certificate, and more for adult learners. Through the Feather River Adult Education Consortium, classes are available in every community.

As part of the Feather River Adult Education Consortium, the Feather River Adult School offers online and in-person classes toward obtaining a GED, diploma completion, construction classes, and technical certificates for adult learners.

Energy Services

Provides multiple programs to assist income-eligible families with heating, cooling, and electrical costs, including vouchers for wood, electrical rate reduction, heating assistance, home weatherization, and back-up emergency energy loan program.

The PCCDC provides multiple energy assistance programs for income-qualifying families, including HEAP, PG&E, WRAP, and SWEATS. HEAP: Eligible households can receive a payment for wood, propane, fuel oil, or electricity expenses made to directly to the utility company or vendor. PG&E: Eligible PG&E households can receive a 20% reduction in their electric rate. WRAP: Plumas Sierra Rural Electric offers a discounted rate to income-qualifying members during the winter heating season, November through April. SWEATS: Provides loan program of emergency energy back-up appliances to vulnerable households.

WX Program: Eligible households (owners and renters) can receive energy efficiency improvements installed at no cost, such as weather-stripping, insulation, storm windows, compact fluorescent light bulbs, and other energy-related home repairs.

Housing Choice Voucher Program (HUD Section 8)

Provides income-eligible households with a Housing Choice voucher, which is a housing assistance payment made directly to a landlord of a privately leased home or apartment. Eligibility may be determined by income, disability, or age.

This program provides eligible households with housing assistance payment made directly to a landlord for a privately-leased rental unit.
