Plumas County Children and Families Commission (First 5 Plumas) promote, support and improve the early development of children from the prenatal stage to five years of age.

The First 5 Plumas Commission is comprised of 6 members (nine positions are available) including representatives from educational, children and family-oriented organizations throughout the county,  Commissioners includes voting members appointed by the Plumas County Supervisors and one Plumas County Board of Supervisors also serves on the  Commission.  


All meetings are open to the public and agendas are posted at Plumas County Public Health and on our website, at least 72 hours in advance. Please check our calendar for all updated meeting information and scroll below for Commission meeting packets, summaries, and minutes.


Public Meeting Rules

All First 5 Plumas Commission meetings must be held open and public, with the exception of Closed Sessions. Closed Session meetings are publicly noticed but are not required to permit public attendees.

Two key provisions of the Brown Act, which ensure the public’s business is conducted openly, are the requirements that legislative bodies publicly post agendas prior to their meetings, (§§ 54954.2, 54955, 54956 and 54957.5) and that no action or discussion may occur on items or subjects not listed on the posted agenda (§ 54954.2). Accordingly, all agendas for Commission meetings must be posted 72-hours in advance of the meeting while agendas for Committee meetings must be posted 24-hours in advance of the meeting.   All meetings, including Closed Sessions, will give public members an opportunity to provide public comment.

First 5 Plumas Guiding Principles

High Quality: The Commission is steadfast in its efforts to fund high quality services and will use evaluation as a means to promote accountability.

Sustainability: The Commission has pledged to leverage funds to maximize community resources with the intent to establish sustainable efforts. 

Focus: The Commission understands that its role is to focus on policy level issues and decisions.
